Whitney takes the latter approach. As a side note, creating Wiktionary categories that classify suffixes into primary (attach to roots) vs secondary (attach to nouns, adjectives, etc.) would be very helpful. For example, sa -आलु is a secondary suffix, while sa -अन is primary, and others like sa -अक are both.
