Etymology
fi ine-pro *h₁reh₁- row
From fi urj-fin-pro *roocciKallio, Petri: The Diversification of Proto-Finnic Joonas Ahola & Frog (eds.), Fibula, Fabula, Fact: The Viking Age in Finland, pp. 155-168. Studia Fennica Historica 18 (2014) (around 8th century AD; very late, possibly even post-Proto-Finnic), borrowed from fi gmq; akin to gmq-osw Roþer (the Old Swedish name for Roslagen)Mikko K. Heikkilä, Bidrag till Fennoskandiens språkliga förhistoria i tid och rum (2014). p. 189RuotsiRuotsi and non róðr rowing, ultimately from fi ine-pro *h₁reh₁- to row row.
Originally probably as an ethnonym fi ruotsi Swede, now archaic. Finnic cognates include et Rootsi, olo Ruočči (Lutheran) Finland, vep Ročinma and vro Roodsi. orv Русь (whence gkm Ρωσσία), the original form of the endonym of Russians that originally referred to a tribe of Varangians, is borrowed from Finnic (compare the etymology section of fi ryssä (derogatory) Russian, from sv ryss, from the aforementioned Slavic word). Samic words, such as se Ruoŧŧa, are borrowings from Finnic.
The surname was probably originally an ethnic or religious descriptor (in the latter case, referring to Lutherans as opposed to the Eastern Orthodox). The form fi Ruotsi, in particular, was originally mainly found as a surname in South Karelia.
