The many and varied doctrines surrounding war can be grouped into two broad categories: the former proclaim it immanent and universally beneficial; the latter, without point extolling its office, consider it the result of historical and transitory conditions. Without wishing to report even the most comprehensive of the events of these theoretical directions, we recall how ancient and modern writers agree in concerning war as the supreme law of the world and an expression of transcendent and providential will.

Incipit
The purposes of human life cannot be achieved without the disposition of material goods. This is thus evident for those ends which refer to physical and social existence, as for those which concern the improvement of even the most elected faculties. Scientific research and artistic creations themselves presuppose observations, experiences, processes, which require the use of external world means. And there is no limit to the performance of needs.
Quotes
Useful, limited, and material things are riches. There is complete agreement among economists regarding the first two requirements, usefulness and limitation of quantity; around the third, the controversies and disagreements cannot be said to have ceased. (Book I, chap. 1, p. 45)
Production has wealth as its object: it refers only to material goods: it is the creation of utility, not of matter. (Book II, chap. 1, p. 79)
Mercantilists, who started from the concept that a country's wealth was proportional to the quantity of money circulating there, considered only the precious metal mining industry and export trade to be productive. If the value of exported products exceeded that of imported products, according to that school, an influx of coins and therefore an increase in national wealth had to be determined. (Book II, chap. 1, p. 81)
Labor is certainly an element of the cost of production, but can the cost of production be reduced only to the labor required to obtain wealth? Rodbertus and Marx support the latter thesis, and affirm that the normal value of products is always due to the labor that has occurred in their production. And while the classics distinguish the applicability of production cost theory in cases of free competition, socialists elevate it to a universal doctrine. (Book III, chap. 6, pp. 250-251)
Teorie e fatti economici

(pp. 163-164)
(About Luigi Cossa) For him, work was not only a pleasure and a satisfaction, but a sacred duty as a teacher and a citizen, and by diligently encouraging young people to scientific investigations, he more willingly opened the way to important studies than he himself carried them out. He had the nature of a master; his monographs themselves, even when they concern questions that have been little considered or revisited from new perspectives, do not address the topic in detail, but almost merely designate the way to treat it profitably, suggest fruitful concepts, and provide the necessary elements for a special and profound investigation. The writings represent only one and not the main means of action of Cossa; the lessons, the excitements and the loving and selfless individual advice, the prizes proposed and partly constituted of his own, gave such an impetus to economic studies in Italy, that it can be affirmed that the renewal present in this order of investigations is mainly due to Him.
(About Pellegrino Rossi) He thus demonstrated great dignity and strength of spirit in the favorable as well as adverse cases of his turbulent existence and the obstacles became for him excitements and impulses, which reinvigorated and refined his temper.
(pp. 278-279)
[Pellegrino Rossi] We will not say with Masi that he was the only great man of state, worthy of the name, that Italy had before and after the Count of Cavour, perhaps because he did not have the ease of exerting great political qualities for the very conditions of the State in that period, but also because the precious qualities of administrator and authorizer in moments of quiet public life prevailed in him over those of genius as a government directive in procellous periods. However, devotion to Italian freedom was combined with distinguished boldness and very distinct practical aptitudes, which are very rarely combined with such prowess in research and theoretical exposition, as Rossi demonstrated in various disciplines, often anticipating their developments, always contributing to more precise declarations of reports and laws. In the battles of thought and action, the nobility and strength of ingenuity and character were so worthily experienced that His name is infused and his memory is venerated as that of a man who dedicated his life to science and his country, cooperating effectively in the advancement of that, meaning with vigorous spirit in the renewal of this.
