Élysée Munembwe, (born April 16, 1960), is a Congolese politician. A member of parliament for Walikale from 2006 to 2018, she became Deputy Prime Minister and Minister of Planning in Sylvestre Ilunga's government from 2019 to 2021. After leaving the government, she returned to the national parliament as a member of the Alternative Actions for the Renaissance of Congo party. Quotes "Young people make up the vast majority of the Congolese community. But everyone expects the State to provide work. However, the State cannot provide jobs for everyone. The State regulates, but the private sector implements. The investments needed to develop the country are made in partnership with the private sector. That is why we say that young people must learn to be entrepreneurs." "These women of Beni, Ituri, the middle and high plateaus of Fizi, Mwenga, and Uvira, these women of Kwamouth, Kinsele, and Maluku, here at the gates of Kinshasa, are victims of the atrocities and massacres carried out silently every day without anyone being moved, because it has practically become a forgotten cause, relegated to the category of miscellaneous news items by the very nation responsible for their protection and safety. Let us once again turn our thoughts to all these women within our provinces who live hand to mouth, suffering abuses and the deprivation of their rights, these women who weep because they cannot find food for their children and are anxious about their future." "These women are unable to afford even a small phone to report a distressing situation they may find themselves in, but also because they can use it to organize their small businesses for their families' survival. If only we could focus our attention on these girls caught between gunfire and those languishing in refugee and displaced persons camps, unable to go to school to take part in all the innovations and opportunities offered by digital development."
