Our deepest fear is not that we are inadequate. Our deepest fear is that we are powerful beyond measure.

First, it's important to clarify that the leader of the African Union's institutional reform is a head of state, Paul Kagame, to whom the Conference of Heads of State entrusted this mission in June 2016 at the Kigali Summit. Much has been accomplished since 2016, particularly since 2017. It was in 2017 that Paul Kagame submitted his report to the member states, which was adopted by the heads of state. This program addresses four fundamental points. The first concerns the division of labor between the African Union, the regional economic communities, regional mechanisms, and the member states. The underlying idea is this: the African Union is trying to do too much, and trying to do too much leads to doing too little.
The word "delay" is very relative to the initial timeline. We can speak of a delay, but let me explain: the initial timeline stipulated that the reform would begin in January 2017, the date on which the major decision, known as Decision 635, was made by the heads of state, and the reform was supposed to be finalized in January 2019. However, this did not take into account what is technically called the intergovernmental process. The international community is a society of sovereign states, and this is also true for Africa. There are 55 sovereign member states, therefore 55 heads of state and government, 55 ministers of foreign affairs or external relations, and 55 ambassadors.
Of the four areas, the African Union should focus on four and leave the others to the regional economic communities and, of course, to the member states. We have already finalized the division of labor regarding political affairs, so today it is clear what is being done at the continental level, at the regional level, or at the level of the regional economic communities, and what is being done at the level of the member states.
