Altiero Spinelli (31 August 1907 – 23 May 1986) was an Italian politician, political theorist and European federalist, referred to as one of the founding fathers of the European Union. A communist and militant anti-fascist in his youth, Spinelli spent 10 years imprisoned by the Italian fascist regime. Having grown disillusioned with Stalinism, he broke with the Communist Party of Italy in 1937. Interned in Ventotene during World War II, he, along with fellow democratic socialists, drafted the manifesto For a Free and United Europe (most commonly known as the Ventotene Manifesto) in 1941, considered a precursor of the European integration process.
Quotes
In a society in which institutions, social classes, and political forces are perhaps at war with each other and manage to shift their balances in the long run, but in the short term they are truly consolidated, each aware of its own actual possibilities and limitations, a totalitarian party has little or no chance of expanding, and remains an insignificant sect. Even though in particularly favourable previous circumstances it has been able to develop and has organized a not inconsiderable fraction of the population without, however, having succeeded in seizing power, it is now either regressing or, after having been kept in quarantine for more or less a long time by the dominant political forces It ends up slowly adapting to the system it initially wanted to destroy and becoming one of the other parties vying for participation in the government.

Come si atteggia il neoeuropeismo dell'on. Togliatti? Queste sono secondo l'on.
How does Mr Togliatti's neo-Europeanism pose? The terms in which he expresses himself are such as to make him judge something rather insipid and inconsistent: these are the usual neutralist formulas. It is America that is disturbing peace in Europe with its presence; through CED, it wants to reconstitute the German army and mobilize Western Europe against Eastern Europe under the leadership of German nationalists. Therefore, CED must be rejected, America must be removed from Europe, and the understanding and rapprochement of all European peoples, regardless of their regime, must be promoted. Cultural, economic, political and even military agreements can develop between them, such as arms reduction and control of all European states. These are, according to the Hon. Togliatti, the proposals that pro-Europeans would have to make to gain his approval. But it should not be believed that he converted to neutralistic theses. He makes them his own and supports them only because they fit perfectly into the framework of tacit and ambitious communist policy, which must always be kept in mind if one wants to understand the meaning of the extraordinary propaganda masquerades to which it dedicates itself so tenaciously.

Modern civilization has laid as its foundation the principle of freedom, according to which man must not be a mere instrument of others, but an autonomous center of life.

The disease that leads to totalitarianism is never one of those diseases called incurable, against which the affected organism can do nothing. It is a disease from which the organism that truly wants to die dies, and which therefore gives up defending itself.

The progressive breakdown of the international division of labour produces a general impoverishment of all countries, where provision must be made to produce at much greater cost the goods that are given up on buying abroad. [...] The aspiration to living space, which is foolish as long as one considers the world economy as a complex of interdependent parts, becomes a necessity as soon as one puts oneself on the ground of autarchic economies.

The way forward is not easy, nor safe. But it must be traveled, and it will be!

Although it cannot be said publicly, the fact is that Europe needs strong Russian-American tension to be born, and not détente, just as it will need a war against the Soviet Union to consolidate itself.

The real work, tiring and rewarding, which when done for itself and its people, has no other manual labor that can be compared to it: the work of the earth.
The European federation did not present itself to us as an ideology, it did not aim to color an existing power in this or that way. It was the sober proposal to create a European democratic power.

I didn't know Spinelli even though I had been hearing about him for years; having emerged, in Badoglio's 45 days, from the confinement where together with Ernesto Rossi he had laid the foundations of the Federalist Movement, he immediately found himself, without even a moment's respite, in a new battle: but Panta (and that is Pantagruel - which is what his friends call him partly because of his more than respectable size, a little due to the inexhaustible appetite left by his many years in prison) he immediately settled into the clandestine work in which he moves, despite his size, with remarkable lightness.
The politician is always a man who fights for power, but Spinelli did not want power for personal satisfaction, he wanted it to realize a historical vision […]. He was convinced that Europe would heal and re-enter the great course of history only through union and that union could only occur through federation, because confederation would be division. And he did politics to serve that belief, so he was a politician in the higher sense of the word.
