Whoever solicits or abets another person to commit the crimes as described in the proceeding paragraph, shall be guilty of the crime and punished. Proceeds obtained from an offense described in the preceding paragraph shall be confiscated; where such proceeds cannot be confiscated either in part or in whole, an equivalent amount of money of the value of such proceeds shall be sought or other property shall be taken as a substitute. Any violation of this article shall be indictable only upon complaint.
