Following the transfer of Bishop Socrates Buenaventura Villegas to the Archdiocese of Lingayen-Dagupan in Pangasinan to become an archbishop there on November 4, 2009, the diocese appointed Msgr. Victor dela Cruz Ocampo (who later became Bishop of Gumaca in Quezon Province on September 3, 2015) as sede vacante diocesan administrator on November 5. Even after Villegas left office and position as third Bishop of Balanga, he returned to Bataan as a guest presider from November 29, 2009 to July 8, 2010 for various activities in the diocese if scheduled and invited to. On April 1, 2010, the Holy Week, Holy Triduum, and Holy Thursday of 2010, Ruperto Cruz Santos became the diocese's fourth bishop upon appointment into the position by Pope Benedict XVI. At the same month, Santos' coat of arms was made. Preparations of Balanga Cathedral for his installation into office were made from July 5 to 7, 2010, the last three days of vacancy of office under Ocampo, where the cathedra was redesigned removing the gold design and leaving it pure red color, and placing his coat of arms at the cathedra and cathedral aisle or floor the first to be added after the cathedral's 2004-2005 renovation. Santos was installed into office on July 8, 2010, ending the 8 months and 4 days sede vacante period. He served for 14 calendars years and 4,860 days as Bishop of Balanga, making Santos the longest-serving living bishop of the diocese since October 2015 from April 2010 to July 22, 2023. He oversaw the establishment of Ad Seminandum RCS 10 Foundation, Inc., construction of more diocesan facilities such as Residencia Sacerdotal, Virgen Milagros del Rosario College Seminary and the building of Clinica Diocesana de San Jose, more improvements on the exterior and facade of Balanga Cathedral, and the addition of St. Gemma Galgani along the 15-life sized saints made by his predecessor Villegas now totalling to 16 due to the chapel of the same name at Mt. View, Mariveles, Bataan now became the diocese's parish since July 21, 2012. The second redesign of the cathedra occurred on August 2015, changing its color from red to orange and added a cross design. Santos elevated many churches into a higher level church types like more diocesan shrines including the diocese's seat Balanga Cathedral on March 19, 2015, national shrine, and minor basilica. Orani Church was declared as a minor basilica on December 12, 2019 at a concelebrated mass with Archbishop of San Fernando, Pampanga Florentino Galang Lavarias and Diocesan Shrine of St. John Paul II at Roman Superhighway, Hermosa, Bataan as national shrine at his 13th anniversary as fourth Bishop of Balanga on April 1, 2023, the first to be declared as such in the diocese. Santos served as the parish administrator of Diocesan Shrine and Parish of St. Nicholas of Tolentine at Mariveles, Bataan for 3 years from June 5, 2020 to June 4, 2023, with secondary and tertiary administrators are the priests from Sto. Niño Parish at Barangay Alas-asin as parochial vicars and parish-level substitute Rev. Fr. Jay Quicho as secondary and tertiary administrators, respectively, due to Rev. Fr. Gerry P. Jorge stepped down due to controversy from factory workers necessitating the need for help from the parish. He served during the deaths of his appointing Pope Benedict XVI and the two sede vacante diocesan administrators Bishop Victor dela Cruz Ocampo and Msgr. Antonio Dumaual, and funerals of the said pope and Ocampo on his last two calendar years as fourth bishop from December 31, 2022 to July 22, 2023. On March 2023, a two-year countdown for the diocese's 50th golden anniversary began with a mass presided by Archbishop of San Fernando and future sede vacante apostolic administrator or temporary bishop Florentino Lavarias. His tenure as fourth bishop ended when he became the fifth Bishop of Antipolo covering Marikina, Metro Manila and Rizal province on July 22, 2023 and because of this, the Ad Seminandum RCS 10 Foundation, Inc. was disestablished.
