Obituary for Bailey's father
OBITUARY. . . . By the death of Mr. James Chapman Bailey, which occurred at his residence, Unley road, last Friday, another old resident of Unley has passed away. Born in Adelaide in 1852, Mr. Bailey received his education at Mr. Thomas King's school, Port Adelaide, and afterwards at a city academy, conducted by Mr. Mitton, in Waymouth street, Adelaide. After having spent two years in the office of Mr. J. M. Martin, solicitor, of King William street, city, and a like period with Messrs. A. Simpson & Son, Adelaide, he entered business as a contractor, and for some years followed this calling, at the same time studying architecture and land surveying. In August, 1875, Mr. Bailey entered the service of the Unley Corporation as Town Clerk and Surveyor, but after having filled that position for five years resigned to devote himself to architectural work, retaining, however, a connection with the corporation as a councillor, and afterwards as auditor. Having acquired interests in the town of St. Peters, he was elected as a councillor in that corporation in 1888, and two years later was returned as Mayor. An interval of private life at Unley followed, and then Mr. Bailey was elected to the position of Town Clerk and Surveyor of the St. Peters Corporation, which position he retained for nine years. In 1903 he retired from active business life. Mr. Bailey was a prominent member of the Masonic Order, and was a Past Master of St. Andrew's Lodge, No. 19, S.A.C. He was a member of this lodge for more than 40 years, and the eldest surviving Past Master. He was also one of the foundation members of the St. Peters Masonic Lodge, No. 47, S.A.C., and held the position of honorary secretary for some years. He had been a member of the Grand United Order of Oddfellows for 46 years. In 1883 Mr. Bailey founded a Court of the Ancient Order of Foresters at Hyde Park, and for years acted as secretary. In 1873 he married Ellen, daughter of the late Mr. Robert Harrison, a pioneer builder of this State, in which he arrived in 1838. A widow survives, also two sons — Messrs. W. E. R. and Arthur Bailey. Mr. Louis Bailey is the only surviving brother.http://nla.gov.au/nla.news-article57388353 OBITUARY. DEATH OF MR. J. C. BAILEY. The death occurred on May 16 at his residence, Unley-road, of Mr. James Chapman Bailey, who some years ago, was a prominent figure in municipal activities in the metropolitan area. Mr. Bailey was the second son of Mr. E. R. Bailey, who arrived in South Australia in 1848, and he was born in Adelaide in 1852. He was educated at Mr. Thomas King's school at Port Adelaide and later at a city academy conducted by Mr. Martin and Mr. Mitton's school in Waymouth-street. After spending two years in the office of Mr. J. M. Martin solictor, of King William-street, and a like period with Messrs. A. Simpson & Son, he entered into business as a builder and contractor, and for 12 years followed this trade, during which time he studied architectural work and land surveying. In August, 1875, he became town clerk and surveyor of Unley, a position he held for five years, when he devoted himself to architectural work, still retaining a connection with the Unley Corporation as councillor and auditor. Later he became proprietor successively of the Hyde Park Hotel and the Buck's Head Hotel, at St. Peters. At St. Peters he interested himself in municipal work, and was elected councillor for Stepney ward in 1888, two years later becoming mayor of the town. An interval of private life at Unley followed after which he was town clerk of St. Peters for nine years. In 1903 he retired from active business life to his residence at Unley. While a licensed victualler he took a great interest in the progress of the Licensed Victuallers' Association, and filled offices as committeeman, auditor, and trustee for many years. Mr. Bailey was a prominent member of the Masonic fraternity and was a pastmaster of St Andrew's Lodge. No. 19, S. A.C., filling the master's chair in 1890. He was also a foundation member of the St. Peters Masonic Lodge No. 47, S.A.C., and was honorary secretary of that lodge for a great many years. Mr. Bailey had also been associated with the M.U. Order of Oddfellows, the Grand United Order of Oddfellows, and in 1883 founded a court of the Ancient Order of Foresters at Hyde Park. http://nla.gov.au/nla.news-article89362144 DEATH OF MR. J. C. Bailey is only briefly mentioned in Ross' definitive "History of Radio in South Australia - 1897-1977"
Although the Act of 1905 imposed a fine of £500 as penalty for the operation of an unlicensed station many experimenters were actively engaged and precise figures on the number are difficult to obtain. The first licences under the Act were issued in 1907. According to records tabled in the Senate on 4th October 1911 there were only 26 private wireless telegraph stations completed or in the course of construction and authorised by the Government. In this total there was only one operator in South Australia. Mr. McArdle of Kilkenny was listed with stations at Kilkenny and Enfield.
With the commissioning of the Adelaide Coastal Radio Station in October 1912 the number of experimenters increased rapidly. By 1914 well known licensed experimenters included:-
XVA W. H. Haire, Grote Street, Adelaide.
XVB L. C. Jones, Hawthorn.
XVC V. Alderman, Glenelg.
XVD A. H. H. Evans, Mile End.
XVE J. J. McLaughlan, Semaphore.
XVF O. W. Judd, North Norwood.
XVG C. E. Ames, Torrensville.
XVH S. F. Howe, Exeter.
XVI L. P. Anderson, Largs Bay.
XVJ C. M. Reid, Hyde Park.
XVK P. Stapelton, Mt. Gambier.
XVN E. R. Stanton, Enfield.
XVO N. C. McClelland, Franklin Harbour.
XVP W. Magain, Edwardstown.
XVQ I. Banyer, North Adelaide.
XVR A. Longstaff, Alberton.
XVS A. A. Cotton, Glanville.
XVT C. T. Othen, Glanville.
XVV A. G. Waterhouse, North Adelaide.
XVX J. W. Hambly-Clark, Kent Town.
XVY A. H. Bailey, Unley.
Soon after the outbreak of the First World War the Armed Services conducted a vigorous recruiting campaign to secure the services of as many capable wireless men as possible. Many of the South Australian experimenters formed the basis of what grew to be a large signals organisation in the Army and the Navy.Ross
