This move places the king in a bad place, but has the advantage of not blocking the h1-rook. In fact, now the h1-rook can be easily activated with a later Rf1. Black could kick the bishop away with 4.b5 (5.Bxb5? Qh5+ wins the bishop) or can rip open the f file with 4.f5!? and try to take advantage of the poor and vulnerable placement of the white King. Not 5.exf5?? f3+! and Black wins the bishop as well.
