Parliamentary elections were held in Chile on 26 March 1843 during the presidency of Manuel Bulnes. They resulted in a broad victory for the government. Fifty-six deputies were elected to the Chamber of Deputies, while six of the Senate's 20 seats were renewed through an indirect electoral process.Elecciones parlamentarias de 1843 https://www.bcn.cl/historiapolitica/elecciones/detalle_eleccion?handle=10221.1/62711&periodo=1833-1891 Historia Política Library of the National Congress of Chile 8 October 2026Sesión de la Cámara de Senadores, en 15 de mayo de 1843 https://es.wikisource.org/wiki/Sesiones_de_los_Cuerpos_Lejislativos_de_la_Rep%C3%BAblica_de_Chile/1843/Sesi%C3%B3n_de_la_C%C3%A1mara_de_Senadores%2C_en_15_de_mayo_de_1843 Wikisource 8 October 2026
Background
The election took place under the Constitution of 1833, during the period of conservative political dominance that followed the Chilean Civil War of 1829–1830. Bulnes had assumed the presidency in September 1841 after defeating the opposition candidate Francisco Antonio Pinto in the presidential election.Manuel Bulnes es elegido Presidente de la República https://www.bcn.cl/historiapolitica/hitos_periodo/detalle_periodo.html?K=1&filtros=1%2C2%2C3%2C4%2C5%2C6&pagina=2&per=1833-1891 Historia Política Library of the National Congress of Chile 8 October 2026
The political system remained dominated by the government and its conservative supporters. Although opposition forces continued to participate in elections, the electoral system gave the executive considerable influence over the composition of the electorate and the conduct of elections. A study of Chilean electoral competition based on the electoral returns compiled by Germán Urzúa Valenzuela found that 19 of the 38 deputy districts in 1843 had more candidates than available seats, while only one district met the study's definition of a close contest.Valenzuela J. Electoral system
The Constitution of 1833 established a restricted and property-based electoral system. Voting was limited to male citizens who met age, literacy, and property or income requirements established by the Constitution and electoral legislation. Citizens had to be registered and qualified by electoral boards before they could vote.Obando Claudio Rotación y reelección de diputados bajo la Constitución de 1833 Atenea 516 2017 69–85 https://www.scielo.cl/pdf/atenea/n516/0718-0462-atenea-516-00069.pdf 8 October 2026
An electoral supplement enacted on 12 November 1842 made the ability to read and write an explicit requirement for newly qualified voters. It also protected the voting rights of citizens who had already been qualified, allowing them to retain those rights for life unless they otherwise lost or were legally suspended from them.Reglamento de Elecciones 12 November 1842 https://www.bcn.cl/leychile/navegar?idNorma=1092754 Ley Chile Library of the National Congress of Chile 8 October 2026
The Chamber of Deputies was elected directly. The Senate consisted of 20 members elected indirectly by provincial electoral colleges, with senators serving nine-year terms and being renewed periodically rather than all at once. In the 1843 election, six Senate seats were contested.
Campaign and voting
The election was conducted through a network of electoral boards and municipal authorities. In the months preceding the election, provincial authorities submitted lists of qualified voters to the government and the Conservative Commission, illustrating the administrative role played by government officials in preparing the electoral process.
The surviving electoral records show that voting was often highly concentrated around particular candidates. For example, in the department of Putaendo, Pedro Nolasco Vidal received all 123 recorded votes for deputy, while his designated substitute, Francisco Borja Huidobro, likewise received all 123 votes.
The available evidence does not support a reliable reconstruction of the election as a modern party contest. Political groupings remained fluid, and contemporary candidates were not necessarily organized into the later formal party structures. The election nevertheless produced the same broad pattern as earlier parliamentary elections under the conservative governments: a substantial majority for candidates supported by the government.
Results
The Library of the National Congress of Chile characterizes the result as a broad victory for the government forces, continuing the pattern established in previous parliamentary elections.
Chamber of Deputies
Fifty-six deputies were elected. The electoral returns reveal both uncontested or overwhelmingly one-sided contests and a smaller number of competitive districts. Of the 38 districts for which Urzúa Valenzuela's data permit analysis, 19 had more candidates than seats available, while only one qualified as a close contest under his methodology.
The surviving records also provide examples of the geographical distribution of successful candidates. In the department of Ancud, José Santiago Velásquez was elected deputy with 132 votes out of 133 recorded, while Domingo Godoy received all 133 votes for the substitute position. In Concepción, Ramón Rosas Mendiburu received 183 votes for deputy, while Vicente Arlegui received 181 for substitute.
Senate
The Senate election was conducted indirectly through provincial electoral colleges. The colleges met in April, and the Senate subsequently conducted the national scrutiny. On 15 May, the Senate proclaimed six senators elected: Manuel Rengifo, José Santiago Aldunate, Joaquín Prieto, Mariano Egaña, José Manuel Ortúzar, and Diego José Benavente.
The six successful candidates obtained a majority of the 147 electoral votes counted in the final scrutiny. Manuel Rengifo received 145 votes, José Santiago Aldunate 144, Joaquín Prieto 138, Mariano Egaña 137, José Manuel Ortúzar 134, and Diego José Benavente 107.
The Senate election was therefore considerably less competitive than the contests recorded for some Chamber seats. The indirect electoral system, together with the Senate's national representation and the political dominance of the government, favored the governing coalition.
Aftermath
The election reinforced the political dominance of Bulnes's government during the first half of his presidency. The Seventh Legislative Period of the National Congress began on 1 June 1843 and continued until 31 May 1846.Congreso Nacional Séptimo Período Legislativo: 01-06-1843 a 31-05-1846 https://www.bcn.cl/historiapolitica/corporaciones/periodo_detalle?cam=Diputados&fin=1846-05-31&inicio=1843-06-01&periodo=1833-1891 Historia Política Library of the National Congress of Chile 8 October 2026
The new Chamber included figures who later became prominent in Chilean political life. Francisco Antonio Pinto, for example, was elected deputy for La Serena and became president of the Chamber in 1843. He had previously been a leading figure of the liberal opposition before his political rehabilitation under Bulnes.Francisco Antonio Pinto (1785-1858) https://www.memoriachilena.gob.cl/602/w3-article-92156.html Memoria Chilena National Library of Chile 8 October 2026
The election also preceded the emergence of the organized Liberal Party as a distinct parliamentary opposition later in the decade. Political divisions during the Bulnes presidency remained fluid in 1843, but liberal and dissident conservative currents increasingly developed into a more organized challenge to the government by the end of the 1840s.El Progreso (1842-1853) https://www.bibliotecanacionaldigital.gob.cl/bnd/635/w3-article-621591.html Memoria Chilena National Library of Chile 8 October 2026
