The 1861 Chilean parliamentary election was held on 27 March 1861 to renew the Chamber of Deputies and part of the Senate of Chile. It took place during the final months of the presidency of Manuel Montt, whose National Party had dominated Chilean politics during the preceding decade. The opposition Liberal Party and Conservative Party, united in the Liberal-Conservative Fusion, won 31 of the 72 seats in the Chamber, including 17 Liberals and 14 Conservatives. The Nationals nevertheless retained a majority with 41 seats.https://www.bcn.cl/historiapolitica/elecciones/detalle_eleccion?handle=10221.1%2F62719&periodo=1833-1891 Elecciones parlamentarias de 1861 Biblioteca del Congreso Nacional de Chile 8 October 2026
The election marked an important transition in Chilean political history. The Liberal-Conservative opposition had formed in 1858 in response to the government of Montt and its exercise of presidential power, while the National Party represented the governing coalition associated with Montt and his minister Antonio Varas.https://www.memoriachilena.gob.cl/602/w3-article-96625.html Fusión Liberal-Conservadora Memoria Chilena, Biblioteca Nacional de Chile 8 October 2026https://www.bcn.cl/historiapolitica/partidos_politicos/periodo?per=1833-1891 Partidos, movimientos y coaliciones 1833-1891 Biblioteca del Congreso Nacional de Chile 8 October 2026 The election therefore helped establish the political conditions for the government of José Joaquín Pérez, whose presidency beginning in September 1861 is generally regarded as the start of Chile's Liberal Republic.https://www.memoriachilena.gob.cl/602/w3-article-543886.html República Liberal Memoria Chilena, Biblioteca Nacional de Chile 8 October 2026
Background
The election followed the 1859 Chilean civil war, which had been preceded by growing opposition to Montt's government. During the late 1850s, liberals and conservative opponents of the government formed the Liberal-Conservative Fusion, the first major political coalition of the period. Their common objectives included limiting presidential power and opposing the electoral intervention associated with the National government.https://www.bcn.cl/historiapolitica/partidos_politicos/wiki/Partido_Liberal Partido Liberal Biblioteca del Congreso Nacional de Chile 8 October 2026
The political conflict intensified during the 1859 civil war, after which the opposition remained an important electoral force. As Montt's presidency approached its end, Antonio Varas, his principal political associate and the leading figure of the National Party, was initially considered the natural candidate to succeed him. Varas ultimately declined to run, and José Joaquín Pérez was chosen as a consensus presidential candidate. Pérez was supported by the Nationals as well as by the Liberal-Conservative Fusion and was elected president without an opponent in the presidential election of 1861.https://www.bcn.cl/historiapolitica/partidos_politicos/wiki/Partido_Nacional_o_Monttvarista Partido Nacional o Monttvarista Biblioteca del Congreso Nacional de Chile 8 October 2026
The parliamentary election was therefore held during a period of political realignment. Although the National Party remained the largest parliamentary group, the Fusion substantially increased its representation compared with the opposition's position after the 1858 election.
Electoral system
The election was conducted under the Constitution of 1833. The Chamber of Deputies was elected by direct vote, with deputies serving three-year terms, while senators served nine-year terms and were elected indirectly by special electoral bodies.https://www.bcn.cl/historiapolitica/elecciones/detalle_eleccion?handle=10221.1%2F62594&periodo=1833-1891 Promulgación, publicación y juramento de Constitución Política de 1833 Biblioteca del Congreso Nacional de Chile 8 October 2026
Suffrage was restricted. Citizens eligible to vote had to meet age and literacy requirements and possess property, capital, or an occupation, employment, income, or usufruct meeting the constitutional requirements. The system consequently excluded much of the population from political participation.https://www.bcn.cl/leychile/navegar?i=1067200 Lei de elecciones, 13 de setiembre de 1861 Biblioteca del Congreso Nacional de Chile 8 October 2026
A new electoral law was enacted on 13 September 1861, several months after the parliamentary election. It transferred important electoral functions to municipalities, established permanent electoral registers, and introduced procedures intended to regulate registration, voting and electoral disputes more systematically. It therefore did not govern the March election itself, but represented one of the first electoral reforms associated with the political transition that followed it.https://www.bcn.cl/historiapolitica/elecciones/detalle_eleccion?handle=10221.1%2F62720&periodo=1833-1891 Comienza el traspaso de los procesos electorales a los municipios Biblioteca del Congreso Nacional de Chile 8 October 2026
Results
The Chamber of Deputies had 72 seats. The Liberal-Conservative Fusion won 31 seats, consisting of 17 Liberals and 14 Conservatives. The National Party won the remaining 41 seats and consequently retained a parliamentary majority, although its dominance was reduced by the opposition's gains.

The Senate was elected through an indirect system and was not renewed in its entirety. Following the elections of 1858 and 1861, the chamber was composed of eight National senators and twelve members of the Liberal-Conservative Fusion.https://www.memoriachilena.gob.cl/archivos2/pdfs/MC0037290.pdf El período parlamentario 1861-1925 Heise González Julio Memoria Chilena, Biblioteca Nacional de Chile 8 October 2026
Participation remained very limited by modern standards. In Santiago, 5,114 citizens voted, compared with 4,203 in the 1858 election. The Biblioteca del Congreso Nacional estimates that the number of voters represented 1.35% of Santiago's population and 0.12% of Chile's population.
Aftermath
The election contributed to the political transition from the conservative governments that had dominated Chile since 1831 to the period conventionally known as the Liberal Republic. José Joaquín Pérez assumed the presidency on 18 September 1861 and initially sought to reconcile the principal political factions. His first cabinet included National figures, while the Liberal-Conservative Fusion supported his government.
The National Party subsequently became increasingly estranged from Pérez as the president relied more heavily on Liberal and Conservative politicians. The change in political alignments eventually gave the Liberal-Conservative Fusion greater influence over the government, while the Nationals moved into opposition.
The election also preceded a series of institutional reforms. The electoral reform enacted in September 1861 transferred significant electoral responsibilities to municipalities and established permanent registers, while subsequent reforms during the 1860s and 1870s reduced presidential powers and expanded the role of Congress.
The election thus represented an important stage in the reorganization of Chilean party politics. The National Party retained a parliamentary majority in 1861, but the growth of the Liberal-Conservative Fusion created the political balance that characterized the opening years of the Liberal Republic.
