No party secured a majority of seats in the election. Following negotiations, a coalition government, known as the Meghalaya United Legislative Party, was formed between the All Party Hill Leaders Conference, the Hill State People's Democratic Party and the Public Demands Implementation Convention (PDIC). Due to an inability to reach agreement between the coalition parties, the position of Chief Minister was chosen by drawing lots; subsequently, on 10 March 1978, Darwin Diengdoh Pugh was sworn in as the state's second Chief Minister.https://www.oneindia.com/2008/11/18/former-meghalaya-chief-minister-d-d-pugh-dies-1226999313.html Former Meghalaya Chief Minister D D Pugh dies Staff 2008-11-18 Oneindia.com en 2020-03-08 Miriam D Shira from Garo Hills was the only woman elected to the legislature.Joshi Hargovind https://books.google.com/books?id=6Ug-LSwx5OsC Meghalaya: Past and Present 2004 Mittal Publications 978-81-7099-980-5 292 en Results File:India Meghalaya Legislative Assembly 1978.svg Parties and coalitions Popular vote SeatsVotes%±ppWon+/− Indian National Congress (INC) 109,654 28.96 19.07 20 11 All Party Hill Leaders Conference (APHLC)94,36224.9210.75 1616 Hill State People's Democratic Party (HSPDP)72,85219.2414alpha aIndian National Congress (I) 5,447 1.44 0 Communist Party of India2,3610.620.05 0Independents (IND) 93,970 24.82 29.04 10beta b 9 Total 378,646 100.00 60 ±0Source: Election Commission of Indiahttps://old.eci.gov.in/files/file/3670-meghalaya-1978/ Meghalaya 1978 Election Commission of India 7 March 2020 alpha a The HSPDP won 8 seats in the 1972 election, but the party's representatives were recorded as independents at the time of that election. beta bTwo candidates from the PDIC were elected, but the party had not obtained registration in time for the election; the party's representatives were recorded as independents in the official results.Gupta Susmita Sen https://books.google.com/books?id=MRWKAAAAMAAJ Regionalism in Meghalaya 2005 South Asian Publishers 978-81-7003-288-5 118 en Elected members + Results by constituencyeci.gov.in Election Commission of India Statistical Report on General Election, 1978 to the Legislative Assembly of Meghalaya http://eci.nic.in/eci_main/StatisticalReports/SE_1978/StatisticalReport%20Meghalaya78%20.pdf https://web.archive.org/web/20180324143720/http://eci.nic.in/eci_main/StatisticalReports/SE_1978/StatisticalReport%20Meghalaya78%20.pdf 24 March 2018 15 February 2024 pdfAssembly ConstituencyTurnout WinnerRunner UpMargin #k Names% Candidate Party Votes% Candidate Party Votes%1War-Jaintia69.45%Johndeng PohrmenAll Party Hill Leaders Conference4,52253.48%H.Enowel PohshnaIndian National Congress3,59042.46%9322Rymbai77.34%Obil KyndaitHill State People's Democratic Party3,19334.78%Nihon KsihIndian National Congress2,85831.13%3353Sutnga-Shangpung79.59%Barrister PakemHill State People's Democratic Party2,67533.96%Beryle SutngaAll Party Hill Leaders Conference2,57732.72%984Raliang80.33%Humphrey HademHill State People's Democratic Party4,06237.79%M.
