On 31 December 1944, the National Council changed Bolesław Bierut's title from Chairman of the National Council to President of the National Council, emphasising his central position in the new authorities. On 19 January 1947, the first post-war elections to the Legislative Sejm were held in Poland. The unicameral Sejm, which was constituted on 4 February 1947, passed a law on the election of the President, modelled on the March Constitution, according to which the President was elected by the Sejm by a two-thirds majority for a seven-year term.
