Each member was allowed to nominate only one candidate. Nominations had to be submitted to the Clerk of the Dáil by 18:00 on 9 March 2016 in order to be valid, but could be withdrawn at any time up to the close of nominations. As more than one candidate was nominated, the Dáil voted by secret ballot in order of preference after the candidates' speeches, with an absolute majority required for victory. As no candidate won a majority on first preferences, the individual with the fewest votes was eliminated and their votes redistributed in accordance with their next highest preference, under the single transferable vote system.Dáil Éireann Standing Orders Relative to Public Business; together with Oireachtas Library & Research Service Rules http://data.oireachtas.ie/ie/oireachtas/parliamentaryBusiness/standingOrders/dail/2017/2017-01-17_consolidated-standing-orders-of-dail-eireann_en.pdf#page=19 PDF Oireachtas 31 March 2019 3; S.O. 6(10)(g) en, ga 17 January 2017 The ballot shall be counted under the Proportional Representation Single Transferable Vote (PRSTV) system.Single-winner STV is, in effect, equivalent to instant runoff voting.
