The 1852 Chilean parliamentary election was held beginning on 28 March 1852 during the first year of the presidency of Manuel Montt. It renewed the Chamber of Deputies and resulted in the election of nine substitute senators under a new law enacted on 5 January 1852.https://www.bcn.cl/historiapolitica/elecciones/detalle_eleccion?handle=10221.1%2F62716&periodo=1833-1891 Elecciones parlamentarias de 1852 Biblioteca del Congreso Nacional de Chile 8 October 2026https://nuevo.leychile.cl/servicios/Consulta/Exportar?exportar_con_notas_al_pie=False&exportar_con_notas_bcn=False&exportar_con_notas_originales=False&exportar_formato=pdf&hddResultadoExportar=1093067.1852-01-05.0.0%23&nombrearchivo=Ley-S%2FN_05-ENE-1852&radioExportar=Normas Senadores suplentes.-Se manda elejir nueve i se establece la forma en que debe hacerse su renovacion 5 January 1852 Biblioteca del Congreso Nacional de Chile 8 October 2026
The election produced an overwhelming majority for supporters of Montt's government. The opposition had been weakened by the 1851 revolution and, according to the historical account cited by the Library of the National Congress of Chile, did not organize electoral campaigns in most constituencies. The resulting Chamber was consequently dominated by government supporters.Experiencias del Congreso en Chile (1828-2022): un caso atípico en América Latina Revista de Ciencia Política 2024 https://www.scielo.cl/scielo.php?pid=S0718-090X2024000200047&script=sci_arttext 8 October 2026
The election took place in the aftermath of the 1851 uprising against Montt, which had been led by liberal and regional opponents of his election. The government's victory at the polls reinforced the political predominance of the conservative establishment, although divisions within it would become increasingly important during the following years.https://www.bcn.cl/historiapolitica/hitos_periodo/detalle_periodo.html?K=1&filtros=1%2C2%2C3%2C6&pagina=3&per=1833-1891 Hitos del período 1833-1891 Biblioteca del Congreso Nacional de Chile 8 October 2026
Background
Manuel Montt assumed the presidency on 18 September 1851 after winning the presidential election with the support of the outgoing government and the conservative political establishment. His election was disputed by liberals, ultraconservative opponents, and regional political leaders associated with Concepción, who supported General José María de la Cruz. Their refusal to accept Montt's victory contributed to the 1851 revolution.
The uprising began in La Serena and spread to Concepción and other parts of the country. Government forces defeated de la Cruz's forces at the Battle of Loncomilla on 8 December 1851, consolidating Montt's presidency.
The defeat left the opposition politically weakened. The 1852 parliamentary election was consequently conducted in an environment in which the government had considerable influence over the electoral process and the opposition lacked the organization to contest most constituencies effectively.
Electoral system
The election was conducted under the Constitution of 1833 and the electoral regulations established under it. The Chamber of Deputies was elected directly and was renewed in its entirety every three years. Under the electoral distribution then in force, the Chamber had 56 seats representing 38 departments.https://obtienearchivo.bcn.cl/obtienearchivo?id=documentos%2F10221.1%2F95234%2F5%2FHistoria_Camara_Diputados.pdf&origen=BDigital La Cámara de Diputadas y Diputados en dos siglos de historia de Chile Biblioteca del Congreso Nacional de Chile 8 October 2026https://www.memoriachilena.cl/archivos2/pdfs/MC0017457.pdf El período parlamentario 1861-1925 Memoria Chilena 8 October 2026
The number of deputies remained at 56 for the 1852–1855 legislative period. It was not increased to 72 until legislation enacted after the 1854 census, with the new distribution taking effect for the 1855–1858 legislature.
The Senate was composed of members elected indirectly and serving nine-year terms, with the chamber renewed by thirds. In January 1852, a law established nine substitute senators, who were to be elected in the same manner as the regular senators. The substitute senators were to be called to serve according to the number of votes they received, with lots used to resolve ties.
Suffrage was restricted by constitutional qualifications concerning age, literacy, and property or occupation. The electoral system therefore enfranchised only a minority of the population.https://www.bcn.cl/leychile/navegar?idNorma=137535&idVersion=1833-05-25 Constitución Política de la República de Chile 25 May 1833 Biblioteca del Congreso Nacional de Chile 8 October 2026
Election
The general parliamentary election was scheduled for 28 March 1852. The electoral calendar was not completely uniform across the country, however. A law of 5 January established special arrangements for electoral qualifications in the provinces of Concepción, Ñuble, and parts of Maule Province, where qualifications were conducted later and elections took place in May.https://es.wikisource.org/wiki/Discurso_del_presidente_de_la_Rep%C3%BAblica_en_1852 Discurso del presidente de la República en 1852 Manuel Montt 1852 Congreso Nacional de Chile 8 October 2026
The election was characterized by limited competition. The opposition had been severely weakened by the defeat of the 1851 uprising, and the government's electoral machinery remained dominant. The Biblioteca del Congreso Nacional records that the Chamber elected in 1852 was composed of government supporters because the opposition had not undertaken electoral work in most constituencies.
Abstention was particularly notable in Valparaíso, which was regarded as a stronghold of the opposition. The low level of participation there was part of a broader pattern in which the absence of organized opposition reduced electoral competition.
The election also produced the nine substitute senators authorized by the January 1852 law. These positions were distinct from the regular Senate seats and were intended to provide replacements when elected senators were unable to serve.
Results
The Chamber of Deputies consisted of 56 seats during the 1852–1855 legislative period. Contemporary and later historical accounts describe the result as an overwhelming victory for candidates supporting the government, with the opposition failing to mount organized contests in most constituencies.

A later study of parliamentary membership shows that 47 of the 56 deputies serving in the 1852–1855 legislature were new members of the Chamber, while only nine had previously served as deputies. This was the highest rate of turnover recorded in the Chamber during the period covered by the study.Obando Camino Iván Mauricio Rotación y reelección de diputados bajo la Constitución de 1833 Atenea 516 2017 69-85 https://www.scielo.cl/scielo.php?pid=S0718-04622017000200069&script=sci_arttext 8 October 2026
The nine substitute senators elected under the new legislation served alongside the regular Senate. Their selection established a new mechanism for replacing senators who were unable to participate in the work of the chamber.
Aftermath
The government's parliamentary majority allowed Montt to maintain strong control over the legislative process. The 1852–1855 Congress was generally cooperative with the executive, and the government was able to obtain the continuation of its extraordinary powers despite tensions arising from demands for amnesty for participants in the 1851 uprising.
The political dominance of Montt's supporters did not eliminate internal divisions within the conservative movement. Disagreements over the relationship between the government and the Catholic Church became increasingly important later in the decade. These divisions eventually contributed to the split between the National Party and the Conservative Party after the Question of the Sacristan in 1856–1857.
The government also continued to pursue institutional and economic reforms during the legislative period. Among the developments of the period were the establishment of the Province of Arauco and legislation concerning colonization, while the government promoted infrastructure and scientific initiatives.https://www.bcn.cl/historiapolitica/resenas_parlamentarias/wiki/Manuel_Montt_Torres Manuel Montt Torres Biblioteca del Congreso Nacional de Chile 8 October 2026
The political situation changed substantially after the 1854 census and the subsequent redistribution of parliamentary seats. The number of deputies was increased from 56 to 72 for the 1855–1858 legislature, providing the institutional setting for the next parliamentary election.
