Background
In the 1997 election, incumbent Socialist Mayor Fernando Gomes was re-elected for a third term, defeating the CDS/PSD candidate Carlos Azeredo with a 55.8% to 26.3% margin.Carvalho Patrícia 2017-09-05 Nas eleições de 1997, o Natal chegou ao Porto a 6 de Novembro https://www.publico.pt/2017/09/05/local/noticia/nas-eleicoes-de-1997-o-natal-chegou-ao-porto-a-6-de-novembro-1783873 2026-05-26 PÚBLICO pt
In 1999, Fernando Gomes resigned as Mayor to join António Guterres' second government as Minister Adjunct and of Internal Administration. He was replaced by Nuno Cardoso, who decided not to run for re-election to allow Gomes to return to the mayorship,2001-05-31 Fernando Gomes candidato à câmara do Porto por unanimidade https://www.publico.pt/2001/05/31/politica/noticia/fernando-gomes-candidato-a-camara-do-porto-por-unanimidade-25424 2026-05-27 PÚBLICO pt however, this decision—to resign from mayor, become a minister in Lisbon, and then run again for mayor—was considered to have been poorly received by voters in Porto.2001-12-16 Fernando Gomes assume derrota pessoal https://www.publico.pt/2001/12/16/politica/noticia/fernando-gomes-assume-derrota-pessoal-54728 2026-05-26 PÚBLICO pt
Electoral system
Each party or coalition must present a list of candidates. The lists are closed and the seats in each municipality are apportioned according to the D'Hondt method. Unlike in national legislative elections, independent lists are allowed to run.::: Lei n.º 169/99, de 18 de Setembro https://www.pgdlisboa.pt/leis/lei_mostra_articulado.php?nid=592&tabela=leis&so_miolo= 2022-02-12 www.pgdlisboa.pt
