One third of the councillors seats were up for election, with each successful candidate to serve a three-year term of office. Annual local elections were suspended from 1939 to 1945. Under the Local Elections and Register of Electors (Temporary Provisions) Act 1939 the term of office of all members of the council was extended by one year and casual vacancies among members of the council were filled by the choice of the council rather than by election. Local Elections and Register of Electors Acts of 1940, 1941, 1942, 1943, and 1944 each further extended the term of office of all members of the council by a year. The council remained under no overall control.THREE CONSERVATIVE GAINS IN MANCHESTER, Manchester Guardian, November 2, 1938, p.13THIS IS WHAT YOUR XXXs DID, Manchester Evening News, November 2, 1938, p.7 Election result PartyVotesSeatsFull CouncilConservative Party54,910 (46.7%)46.7 Conservative Party (UK) 4.018 (50.0%)18 36 Conservative Party (UK) 167 (46.5%)67 144 Conservative Party (UK)Labour Party49,825 (42.4%)42.4 Labour Party (UK) 1.514 (38.9%)14 36 Labour Party (UK) 1 51 (35.1%)51 144 Labour Party (UK)Liberal Party7,875 (6.7%)6.7 Liberal Party (UK) 4.1 3 (8.3%)3 36 Liberal Party (UK) 2 19 (13.2%)19 144 Liberal Party (UK)Independent 1,625 (1.4%)1.4 Independent (politician) 0.1 1 (2.8%)1 36 Independent (politician) 1 5 (3.5%)5 144 Independent (politician)Independent Labour 1,418 (1.2%)1.2 Independent Labour 1.2 0 (0.0%)0 36 Independent Labour 2 1 (0.7%)1 144 Independent LabourResidents1,220 (1.0%)1.0 Residents Association 0.10 (0.0%)0 36 Residents Association 1 (0.7%)1 144 Residents AssociationBritish Union640 (0.5%)0.5 British Union of Fascists N/A0 (0.0%)0 36 British Union of Fascists N/A0 (0.0%)0 144 British Union of Fascists Full council + ↓ 1 51 19 1 5 67 Aldermen + ↓ 1 10 9 1 15 Councillors + ↓ 41 10 1 4 52 Ward results All Saints' All Saints' Conservative Party (UK) R.
