It wrapped up a league and UEFA Cup double for Valencia. Porto could not defend their title as they automatically qualified for the 2003–04 UEFA Champions League and also went on to win the final for their second European Cup title. Association team allocation A total of 145 teams from 51 of 52 UEFA member associations participated in the 2003–04 UEFA Cup (the exception being Azerbaijan which was suspended). The association ranking based on the UEFA country coefficients was used to determine the number of participating teams for each association: Associations 1–6 and 16–21 each had three teams qualify. Associations 7–8 each had four teams qualify. Associations 9–15 and 22–52 (except Azerbaijan, Liechtenstein, Andorra and San Marino) each had two teams qualify. Liechtenstein (as they organized only a domestic cup and no domestic league), Andorra and San Marino had only one team that qualified. Moreover, the following teams also qualified for the competition: 24 teams eliminated from the 2003–04 UEFA Champions League were transferred to the UEFA Cup. 3 teams advancing from the 2003 UEFA Intertoto Cup were transferred to the UEFA Cup. 3 associations had one additional team qualify via the UEFA Respect Fair Play ranking. Association ranking For the 2003–04 UEFA Cup, the associations were allocated places according to their 2002 UEFA country coefficients, which took into account their performance in European competitions from 1997–98 to 2001–02.https://kassiesa.net/uefa/data/method2/crank2002.html UEFA Country Ranking 2002 4 February 2025 Bert Kassies UEFA European Cup Football Apart from the allocation based on the country coefficients, associations could have additional teams participating in the UEFA Cup, as noted below: (UCL) – Additional teams transferred from the UEFA Champions League (IC) – Additional teams transferred from the UEFA Intertoto Cup (FP) – Additional berth via Fair Play ranking +Association ranking for 2003–04 UEFA CupRankAssociationCoeff.TeamsNotes1ESP68.4673+1 (IC)2ITA 200358.668+1 (IC)+1 (UCL)3ENG55.459+1 (FP)+1 (UCL)4GER52.990+1 (IC)+1 (UCL)5FRA 197442.352+1 (FP)+1 (UCL)6GRE36.116+1 (UCL)7NED34.1654+1 (UCL)8TUR28.725+2 (UCL)9POR28.2492+1 (UCL)10RUS27.29111CZE26.625+1 (UCL)12SCO26.125+1 (UCL)13UKR25.958+1 (UCL)14BEL25.525+1 (UCL)15AUT23.250+2 (UCL)16SUI22.6253+1 (UCL)17NOR21.475+1 (UCL)18ISR21.332RankAssociationCoeff.TeamsNotes19CRO21.0413+1 (UCL)20POL17.500+1 (UCL)21DEN17.375+1 (FP)+1 (UCL)22SWE17.241223SCG16.33124SVK15.665+1 (UCL)25BUL15.165+1 (UCL)26ROU13.91627HUN13.749+1 (UCL)28SVN11.83229CYP 19609.33230FIN8.04131LVA7.16532GEO 19906.99933MDA5.16534ISL4.83235BLR 19954.083RankAssociationCoeff.TeamsNotes36LTU 19883.831237IRL3.33138MKD Macedonia2.997+1 (UCL)39MLT2.49840WAL1.83241EST1.66542BIH1.33343ARM1.33244NIR1.33145ALB1.16546FRO1.16547AZE1.1650Note AZE48LIE1.000149LUX0.832250AND0.000151SMR 18620.00052KAZ0.0002 Distribution The following was the access list for this season.https://kassiesa.net/uefa/history/index2003.html Year 2003/2004 4 February 2025 Bert Kassies UEFA European Cup Football +Access list for 2003–04 UEFA CupRoundTeams entering in this roundTeams advancing from the previous roundTeams transferred from Champions League or Intertoto CupQualifying round(82 teams) 2 domestic league champions from Andorra and San Marino 31 domestic cup winners from associations 19–52 (except Azerbaijan, Andorra and San Marino) 33 domestic league runners-up from associations 16–52 (except Azerbaijan, Liechtenstein, Andorra and San Marino) 13 domestic league third-placed teams from associations 9–21 3 teams which qualified via Fair Play rankingFirst round(96 teams) 18 domestic cup winners from associations 1–18 2 domestic league third-placed teams from associations 7–8 5 domestic league fourth-placed teams from associations 4–8 8 domestic league fifth-placed teams from associations 1–8 (league cup winners for France) 3 domestic league sixth-placed teams from associations 1–3 (league cup winners for England) 41 winners from qualifying round 16 losers from Champions League third qualifying round 3 winners from UEFA Intertoto Cup finalsSecond round(48 teams) 48 winners from first roundThird round(32 teams) 24 winners from first round 8 group third-placed teams from Champions League group stage Due to the UEFA Cup title holder (Porto) qualifying for the Champions League via their domestic league, the following changes to the access list were made: The cup winners of association 15 and 16 (Austria and Switzerland) entered the UEFA Cup first round instead of the qualifying round.
