As the Ulster GAA council did not hold a provincial championship, the fourth semi-final spot was therefore taken by London, as champions of Britain. The title match at Croke Park on 2 December 1928 ended in a five-point victory for Kerry over the Leinster champions Louth, on a scoreline of 2–08 to 2–03.
