Elections to Moray Council were held on 6 April 1995, on the same day as the other Scottish local government elections. This was the first election to the unitary council following the implementation of the Local Government etc. (Scotland) Act 1994.
The election used the 18 wards created by the Formation Electoral Arrangements in 1994. Each ward elected one councillor using first-past-the-post voting.Formation Electoral Arrangements (1995) https://webarchive.nrscotland.gov.uk/public/20190111180209/http://www.lgbc-scotland.gov.uk/reports/ea_formation_1995.asp 28 August 2026 Local Government Boundary Commission for Scotland.
