The 2013 Porto local election was held on 29 September 2013 to elect the members of the Porto City Council.
Rui Moreira, an independent candidate, won the election and became the Mayor of Porto, succeeding Rui Rio.Gomes Margarida 2013-09-29 Rui Moreira: "Se os partidos não entenderem o que se passou aqui hoje, então não perceberam nada" https://www.publico.pt/2013/09/30/politica/noticia/rui-moreira-se-os-partidos-nao-entenderem-o-que-se-passou-aqui-hoje-entao-nao-perceberam-nada-1607521 2024-10-23 PÚBLICO pt He beat the Socialist candidate, Manuel Pizarro, who got 22.7% of the votes and 3 councillors, and the Mayor of Vila Nova de Gaia, Luís Filipe Menezes, the Social Democratic candidate, who achieved 21.1% of the votes and also got 3 councillors. The Unitary Democratic Coalition, led by Pedro Carvalho, kept its seat in the city council, having a slight drop in the vote share to 7.4%Renascença 2013-09-29 Rui Moreira vence no Porto https://rr.sapo.pt/informacao_detalhe.aspx?fid=1371&did=123824 2024-10-19 Rádio Renascença pt-pt
The Left Bloc failed to win any seats in the city council, just like Nuno Cardoso, the former Mayor of Porto from 1999 to 2002, who ran as an independent.
Rui Moreira failed to achieve an absolute majority, and as such governed with the Socialist Party.Rui Moreira toma hoje posse no Porto com acordo firmado com PS https://www.jornaldenegocios.pt/economia/autarquias/detalhe/rui_moreira_toma_hoje_posse_no_porto_com_acordo_firmado_com_ps 2024-10-23 www.jornaldenegocios.pt pt-PT
Background
In the 2009 election, Rui Rio, candidate for the PSD/CDS coalition, won a third and final term as mayor of Porto, winning 47.5% of the votes and 7 seats, an absolute majority. The Socialist Party, led by Elisa Ferreira, achieved second place with 5 seats and about 35% of the votes. The Unitary Democratic Coalition got 1 seat and 9.8% of the votes.Porto: Rui Rio vence Elisa Ferreira https://www.cmjornal.pt/politica/detalhe/porto-rui-rio-vence-elisa-ferreira 2024-10-23 www.cmjornal.pt pt-PT
Electoral system
Each party or coalition must present a list of candidates. The winner of the most voted list for the municipal council is automatically elected mayor, similar to first-past-the-post (FPTP). The lists are closed and the seats in each municipality are apportioned according to the D'Hondt method. Unlike in national legislative elections, independent lists are allowed to run.Lei n.º 169/99, de 18 de Setembro https://www.pgdlisboa.pt/leis/lei_mostra_articulado.php?nid=592&tabela=leis&so_miolo= 2022-02-12 www.pgdlisboa.ptEleição dos titulares dos órgãos das autarquias locais https://diariodarepublica.pt/dr/legislacao-consolidada/lei-organica/2001-34526875 Diário da República 14 August 2001 17 July 2025 pt
