All 77 seats on the county council were up for election.si The County of Hertfordshire (Electoral Arrangements) Order 1980 1980 1769 8 April 2023 The Conservatives lost control of the council to no overall control, with Labour forming the largest political group. Prior to the election the Conservative group leader, Iris Tarry, was leader of the council, having held that position since 1989. She stood down as leader of the Conservative group after the election, being replaced by Robert Gordon.
