All 45 seats in the Regional Assembly were up for election. It was held concurrently with regional elections in twelve other autonomous communities and local elections all across Spain. Former president Carlos Collado had been forced to resign in April 1993 by his own party, the Spanish Socialist Workers' Party (PSOE), as a result of the ongoing struggle between the two main party factions (the guerristas and the renovadores) and a political scandal over the purchase of the Casa Grande estate.15 April 1993 https://elpais.com/diario/1993/04/15/espana/734824803_850215.html El presidente de Murcia, atacado por su partido es El País 10 December 201924 February 2017 https://cadenaser.com/emisora/2017/02/24/radio_murcia/1487936036_786266.html Carlos Collado: "Me sentí traicionado y apuñalado por mis propios compañeros, y el PSOE no ha repuesto mi honor" es Cadena SER 10 December 2019 10 December 2019 https://web.archive.org/web/20191210121918/https://cadenaser.com/emisora/2017/02/24/radio_murcia/1487936036_786266.html dead He was replaced by María Antonia Martínez, the first woman presiding over a Spanish autonomous community as well as the only one to date holding the office in the Region of Murcia.28 April 1993 https://elpais.com/diario/1993/04/28/espana/735948005_850215.html María Antonia Martínez, elegida presidenta de la autonomía murciana es El País 10 December 2019 The crisis resulting in Collado's resignation was among the factors said to contribute to the opposition People's Party (PP) spectacular gains in that year's June general election, overcoming the PSOE as the most voted party in the region for the first time in democracy;8 June 1993 https://elpais.com/diario/1993/06/08/espana/739490442_850215.html MURCIA: El PP supera por primera vez al PSOE es El País 10 December 2019 a feat which was confirmed in the 1994 European Parliament election.14 June 1994 https://elpais.com/diario/1994/06/14/portada/771544802_850215.html El PP se adueña del mapa electoral es El País 10 December 201930 May 1995 https://elpais.com/diario/1995/05/30/espana/801784853_850215.html Segundo castigo y cambio de presidente es El País 10 December 2019 The regional election resulted in the PP consolidating its gains, winning by a landslide as the vote for the ruling PSOE plummeted.29 May 1995 https://elpais.com/diario/1995/05/29/espana/801698427_850215.html El PP da un vuelco al mapa autonómico y municipal es El País 10 December 2019 PP leader Ramón Luis Valcárcel would become the new President of the Region of Murcia,1 July 1995 https://elpais.com/diario/1995/07/01/espana/804549613_850215.html El popular Valcarcel, presidente con mayoría absoluta es El País 10 December 2019 with the PP remaining in government ever since. Overview Electoral system The Regional Assembly of Murcia was the devolved, unicameral legislature of the autonomous community of Murcia, having legislative power in regional matters as defined by the Spanish Constitution and the Murcian Statute of Autonomy, as well as the ability to vote confidence in or withdraw it from a regional president.Ley Orgánica 4/1982, de 9 de junio, de Estatuto de Autonomía para la Región de Murcia Organic Law 4 es 9 June 1982 https://www.boe.es/buscar/act.php?id=BOE-A-1982-15031&tn=1&p=19940325 22 February 2017 Voting for the Regional Assembly was on the basis of universal suffrage, which comprised all nationals over 18 years of age, registered in the Region of Murcia and in full enjoyment of their political rights. The 45 members of the Regional Assembly of Murcia were elected using the D'Hondt method and a closed list proportional representation, with an electoral threshold of five percent of valid votes—which included blank ballots—being applied regionally. Seats were allocated to constituencies, which were established by law as follows: District One (comprising the municipalities of Lorca, Aguilas, Puerto Lumbreras, Totana, Alhama de Murcia, Librilla, Aledo and Mazarrón). District Two (comprising the municipalities of Cartagena, La Unión, Fuente Alamo de Murcia, Torre-Pacheco, San Javier, San Pedro del Pinatar and Los Alcázares). District Three (comprising the municipalities of Murcia, Alcantarilla, Beniel, Molina de Segura, Alguazas, Las Torres de Cotillas, Lorquí, Ceutí, Cieza, Abarán, Blanca, Archena, Ricote, Ulea, Villanueva del Río Segura, Ojós, Fortuna, Abanilla and Santomera). District Four (comprising the municipalities of Caravaca, Cehegín, Calasparra, Moratalla, Bullas, Pliego, Mula, Albudeite and Campos del Río). District Five (comprising the municipalities of Yecla and Jumilla). Each constituency was entitled to an initial minimum of one seat, with the remaining 40 allocated among the constituencies in proportion to their populations.Ley 2/1987, de 24 de febrero, Electoral de la Región de Murcia Law 2 es 24 February 1987 https://www.boe.es/buscar/act.php?id=BOE-A-1987-9474&tn=1&p=19950504 22 February 2017 Election date The term of the Regional Assembly of Murcia expired four years after the date of its previous election. Elections to the Regional Assembly were fixed for the fourth Sunday of May every four years. The previous election was held on 26 May 1991, setting the election date for the Regional Assembly on 28 May 1995.Ley Orgánica 5/1985, de 19 de junio, del Régimen Electoral General es 19 June 1985 https://www.boe.es/buscar/act.php?id=BOE-A-1985-11672&tn=1&p=19950324 28 December 2016 The Regional Assembly of Murcia could not be dissolved before the expiration date of parliament except in the event of an investiture process failing to elect a regional president within a two-month period from the first ballot. In such a case, the Regional Assembly was to be automatically dissolved and a snap election called, with elected lawmakers serving the remainder of its original four-year term. Parties and candidates The electoral law allowed for parties and federations registered in the interior ministry, coalitions and groupings of electors to present lists of candidates. Parties and federations intending to form a coalition ahead of an election were required to inform the relevant Electoral Commission within ten days of the election call, whereas groupings of electors needed to secure the signature of at least one percent of the electorate in the Region of Murcia, disallowing electors from signing for more than one list of candidates. If a tie ensues, this is applied to the figures with the highest percentages. The "Lead" column on the right shows the percentage-point difference between the parties with the highest percentages in a poll.
