All 67 seats in the es Cortes no were up for election. It was held concurrently with regional elections in twelve other autonomous communities and local elections all across Spain. Overview Under the 2007 Statute of Autonomy, the Cortes of Aragon was the unicameral legislature of the homonymous autonomous community, having legislative power in devolved matters, as well as the ability to grant or withdraw confidence from a regional president.Statute 2007 arts. 33 & 41–44. The electoral and procedural rules were supplemented by national law provisions.LEAr 1987 final prov. 1. Date The term of the es Cortes no of Aragon expired four years after the date of its previous election, unless it was dissolved earlier. The election decree was required to be issued no later than 25 days before the scheduled expiration date of parliament and published on the following day in the Official Gazette of Aragon (BOA), with election day taking place 54 days after the decree's publication.Statute 2007 art. 37; LEAr 1987 art. 11 (suppl. supplemented by LOREG 1985 art. 42). The previous election was held on 22 May 2011, which meant that the chamber's term would have expired on 22 May 2015. The election decree was required to be published in the BOA no later than 28 April 2015, setting the latest possible date for election day on 21 June 2015. The regional president had the prerogative to dissolve the es Cortes no of Aragon at any given time and call a snap election, provided that no motion of no confidence was in process and that dissolution did not occur before one year after a previous one.Statute 2007 art. 52; LEAr 1987 art. 11; LPGAr 2009 art. 4. In the event of an investiture process failing to elect a regional president within a two-month period from the es Cortes no's reconvening, the chamber was to be automatically dissolved and a fresh election called.Statute 2007 art. 48. The es Cortes no of Aragon was officially dissolved on 31 March 2015 with the publication of the corresponding decree in the BOA, setting election day for 24 May and scheduling for the chamber to reconvene on 18 June.Decree of 30 March 2015 arts. 1–2 & 5. Electoral system Voting for the es Cortes no was based on universal suffrage, comprising all Spanish nationals over 18 years of age, registered in Aragon and with full political rights, provided that they had not been deprived of the right to vote by a final sentence, nor were legally incapacitated.Statute 2007 art. 37; LEAr 1987 art. 2 (suppl. supplemented by LOREG 1985 arts. 2–3). Additionally, non-resident citizens were required to apply for voting, a system known as "begged" voting (es Voto rogado).LOREG 1985 art. 75.Reig Pellicer Naiara 16 December 2015 http://www.cafebabel.co.uk/politics/article/spanish-elections-begging-for-the-right-to-vote.html Spanish elections: Begging for the right to vote cafebabel.co.uk 17 July 2017 31 August 2021 https://web.archive.org/web/20210831202218/https://cafebabel.com/en/article/spanish-elections-begging-for-the-right-to-vote-5ae00a98f723b35a145e6867/ usurped The es Cortes no of Aragon had a minimum of 65 and a maximum of 80 seats, with electoral provisions fixing its size at 67. All were elected in three multi-member constituencies—corresponding to the provinces of Huesca, Teruel and Zaragoza, each of which was assigned an initial minimum of 13 seats and the remaining 28 distributed in proportion to population (with the seat-to-population ratio in the most populated province not exceeding 2.75 times that of the least populated one)—using the D'Hondt method and closed-list proportional voting, with a three percent-threshold of valid votes (including blank ballots) in each constituency.Statute 2007 arts. 36–37; LEAr 1987 arts. 12–14. The use of this electoral method resulted in a higher effective threshold depending on district magnitude and vote distribution.Gallagher Michael 30 July 2012 http://www.tcd.ie/Political_Science/staff/michael_gallagher/ElSystems/Docts/effthresh.php Effective threshold in electoral systems Trinity College Dublin Dublin https://web.archive.org/web/20170730092518/http://www.tcd.ie/Political_Science/staff/michael_gallagher/ElSystems/Docts/effthresh.php 22 July 2017 30 July 2017 As a result of the aforementioned allocation, each es Cortes no constituency was entitled the following seats:Decree of 30 March 2015 art. 3. Parties and federations intending to form an alliance were required to inform the relevant electoral commission within 10 days of the election call, whereas groupings of electors needed to secure the signature of at least one percent of the electorate in the constituencies for which they sought election, disallowing electors from signing for more than one list.LEAr 1987 arts. 18–19 (suppl. supplemented by LOREG 1985 art. 44). Refusals are generally excluded from the party vote percentages, while question wording and the treatment of "don't know" responses and those not intending to vote may vary between polling organisations. When available, seat projections determined by the polling organisations are displayed below (or in place of) the percentages in a smaller font; 34 seats were required for an absolute majority in the Cortes of Aragon.
