It was the nineteenth edition of the tournament and was held from 23–29 August 1999. Julián Alonso and Javier Sánchez were the defending champions, but none competed this year. Olivier Delaître and Fabrice Santoro won the title by defeating Jan-Michael Gambill and Scott Humphries 7–5, 6–4 in the final.
