Provincial-level elections 2013 Philippine gubernatorial elections thumb|Provincial governor elections results. thumb|Provincial board elections results. Each province is headed by a governor and a vice governor. The governor is the chief executive of the province, while the vice governor acts as the governor once the latter is unable to perform his duties, and has the casting vote in the provincial board in case of a tie on a measure, among other powers. While most governors and vice governors run on one ticket, the positions are elected separately, and the winners may come from different tickets. Each province has a Sangguniang Panlalawigan or provincial board, the legislative body of the province. A province's number of provincial board members depends on its financial standing (generally, the more populous provinces are richer), with the richest provinces having up to 14 board members. In addition, the provincial board has a seat reserved for the president of the provincial chapter of the League of Councilors which are indirectly elected from the city and municipal levels, and two more seats reserved for the presidents of the provincial chapters of the Association of Barangay (village) Captains (ABC) and of the Sangguniang Kabataan (SK; youth councils). These ex officio members are indirectly elected from the municipal and city levels, which were elected by the people in 2010; an election later in the year may change the membership of those two ex officio members. Election for the provincial board is via first past the post for single-member districts, and plurality-at-large voting for multi-member districts. +Gubernatorial resultsParty Won % Liberal Party (Philippines) 36 45% Nationalist People's Coalition 14 18% National Unity Party (Philippines) 8 10% Nacionalista Party 7 9% United Nationalist Alliance 4 5% Bangon Pilipinas Party 1 1% Partido Demokratiko Pilipino-Lakas ng Bayan 1 1% Lakas-CMD (2009) 1 1% Other parties 3 4% Independent (politician) 6 8% Total 80 100% +Vice gubernatorial resultsParty Won % Liberal Party (Philippines) 36 45% Nationalist People's Coalition 12 15% Nacionalista Party 11 14% United Nationalist Alliance 5 6% National Unity Party (Philippines) 4 5% Lakas-CMD (2009) 3 4% Laban ng Demokratikong Pilipino 2 3% Bangon Pilipinas Party 1 1% Other parties 1 1% Independent (politician) 5 6% Total 80 100% +Provincial board resultsParty Boardscontrolled SeatswonTotal % Total % Liberal Party (Philippines) 25 9% 300 30% Nationalist People's Coalition 6 2% 112 11% Nacionalista Party 5 2% 102 10% National Unity Party (Philippines) 4 1% 74 7% United Nationalist Alliance 1 0% 44 4% Lakas-CMD (2009) 0 0% 18 2% Bangon Pilipinas Party 0 0% 8 1% Laban ng Demokratikong Pilipino 0 0% 5 0% Partido Demokratiko Pilipino-Lakas ng Bayan 0 0% 4 0% Pwersa ng Masang Pilipino 0 0% 3 0% Aksyon Demokratiko 0 0% 1 0% Other parties 2 1% 38 4% Independent (politician) colspan=2 57 6% Ex officio members colspan=2 240 24% No majority 36 12% colspan=2 Totals 79 100%* 1006 100%*Winning candidates for Camarines Sur are incomplete. The city council has up to 36 regular members elected via plurality-at-large voting. Some cities are divided into councilor districts; if a city is divided into two or more congressional districts, the councilor districts would be coextensive with these. Some cities aren't divided into councilor districts; in cases such as this, the entire membership is elected at-large, with the city as one "district". Aside from these regular members, city councils also have two ex officio members composed of the president of the city chapters of the Association of Barangay (village) Captains (ABC) and of the Sangguniang Kabataan (SK; youth councils). These ex officio members are indirectly elected from the barangay level, which were elected by the people in 2010; an election later in the year may change the membership of those two ex officio members. +Mayoral resultsParty Won % Liberal Party (Philippines) 61 33% Nationalist People's Coalition 22 15% United Nationalist Alliance 16 11% National Unity Party (Philippines) 10 7% Nacionalista Party 9 6% Lakas-CMD (2009) 6 4% Partido Demokratiko Pilipino-Lakas ng Bayan 3 2% Aksyon Demokratiko 1 1% Bangon Pilipinas Party 1 1% Pwersa ng Masang Pilipino 1 1% Other parties 8 6% Independent (politician) 5 3% Total 143 100% +Vice mayoral resultsParty Won % Liberal Party (Philippines) 57 40% Nationalist People's Coalition 19 13% United Nationalist Alliance 16 11% Nacionalista Party 12 8% National Unity Party (Philippines) 11 8% Lakas-CMD (2009) 4 3% Bangon Pilipinas Party 2 1% Laban ng Demokratikong Pilipino 2 1% Aksyon Demokratiko 1 1% Bagumbayan-VNP 1 1% Partido Demokratiko Pilipino-Lakas ng Bayan 1 1% Pwersa ng Masang Pilipino 1 1% Other parties 9 6% Independent (politician) 7 5% Total 143 100% +City council resultsParty Won % Liberal Party (Philippines) 647 34% Nationalist People's Coalition 206 11% United Nationalist Alliance 169 9% Nacionalista Party 153 8% National Unity Party (Philippines) 88 5% Lakas-CMD (2009) 41 2% Partido Demokratiko Pilipino-Lakas ng Bayan 24 1% Laban ng Demokratikong Pilipino 10 1% Bangon Pilipinas Party 7 0% Bagumbayan-VNP 7 0% Pwersa ng Masang Pilipino 6 0% Aksyon Demokratiko 3 0%Other parties 118 6% Independent (politician) 119 6% Ex-officio seats 286 15%Total 1,884 100% In the results tables above, in cases when a candidate ran under two parties, a national party and a local party, the seat is credited to the national party.
