Background
In the years after the 1994 local elections there were a total of 3 by-elections to replace councillors who resigned from their seats, however none of these elections resulted in seats changing party.Minors Michael Grenham Dennis London Borough Council Elections - 7 May 1998 - including the Greater London Authority referendum results - By-elections https://data.london.gov.uk/download/2db834ff-edbe-4433-9a9f-438bd585e3c6/6559d43c-4ea0-4b58-b705-94f84c3a549a/LBCE_1998-5-7.pdf 10 Aug 2025 London Datastore London Research Centre 185 In addition to these by-elections there was also a seat that became vacant without enough time to hold another by-election, leaving the council composition just before the election as follows:Minors Michael Grenham Dennis London Borough Council Elections - 7 May 1998 - including the Greater London Authority referendum results - Changes 1994-98 https://data.london.gov.uk/download/2db834ff-edbe-4433-9a9f-438bd585e3c6/6559d43c-4ea0-4b58-b705-94f84c3a549a/LBCE_1998-5-7.pdf 10 Aug 2025 London Datastore London Research Centre 180
